Continuous Professional Development
The DSD has developed decentralized approach for effective implementation of the CPD frame work. All CPD activities are planned executed at the district level in the line with government policy of devolution. Support networks have been created to provide in-service training, follow up pedagogical support and mentoring to the primary school teachers to this end, each support district has been divided into clusters of schools. Each cluster consists of 25 to 30 schools within a radius of15km to 17km on average. In a cluster maximum 75 schools can be attached. C luster center is housed in centrally located high school or higher secondary school. These centers are called Cluster Training & Support Center (CTSC) in each CTSC two District Teacher Educator (DTEs) are deployed on average however maximum five DTEs can be placed at one cluster. The norm of allocation of posts of DTEs is 12 to 15 schools per DTE. Research has shown that professional Support System for teachers must be designed around the actual needs and experience of teachers.
Components of CPD
In CPD Frame work each individual has to perform following seven functions which are called components of CPD Model:

· Training (Continuous Professional Development)
· Reporting
· Coordination
· Monitoring assessment
· Management
Functions of DTEs
· Ensure Universal Primary Education campaign through 100% enrollment at Primary and Elementary levels.
· Ensure zero drop-out at Primary, Elementary and Secondary levels.
· Ensure 100% attendance of the staff and report daily absenteeism through e-mail or written to district and provincial authorities
· Ranking of schools, head teachers and teachers on results and key performance indicators (KPIs) given in the letter
· Arrange systematic co-curricular activities according to academic calendar
· Ensure maintenance of school facilities like safe drinking water, furniture, toilets, building, cleanliness through school councils and staff
· Ensure 100% implementation of English Medium scheme in schools
· Ensure monthly periodic test of students on prescribed formats for preparation of PEC and Board Examination.
· Conduct census of schools, staff and facilities
· Work jointly with head teachers and teachers for achievement of targets of.

Continuous Assessment of Students’ Learning
This initiative is part of DSD’s continuous professional support for teachers through continuous mentoring. Main purpose is to record students’ academic achievements through monthly assessment.
Objectives of Monthly Assessment Initiative:
· To motivate teachers for the implementation of SLOs based Taleemi Calendar
· To judge progress of students on SLOs
· To provide feedback to teachers and parents on students’ achievement
· To identify issues of curriculum and its coverage
· To mentor teachers on assessment
· To analyze issues of enrollment, dropout and student attendance
Continuous Assessment Process:
· During the first four working days of each month DTE conducts a monthly test in class 3,s & 5.
· He / She completes assessment activity in three neighbouring schools in one day according to plan.
· He / She provides answer sheets to other school for marking. (Each school receives other school’s papers for marking)
· After collection DTE makes 10% rechecking using software provided by DSD.
· He / She enters marks in CTSC File and provides result & marked answer sheets to school before 10th of every month
· Head teacher’s working is assessed on the basis of indicators provided in CTSC File.
Head teachers are required to provide full support, cooperation and guidance for proper implementation of the assessment process.
